Kategori 1 meliputi pekerja di bawah umur 60 tahun. Pekerja mencarum anggaran 0.5% daripada upah bulanan manakala majikan pula mencarum sekitar 1.75%, dihadkan kepada upah bersiling RM6,000 sebulan bermula 2024-2026.
